Programme Summary

With support from the Swedish International Development Cooperation Agency – SIDA, the Center for Health, Human Rights and Development (CEHURD) with its partners are implementing  a programme titled:The Joint Advocacy for Sexual and Reproductive Health and Rights in Uganda (JAS Programme) which aims at building a progressive Sexual Reproductive Health Rights advocacy movement in Uganda.

This programme aims at addressing a range of issues surrounding the current advocacy efforts around SRHRs. Some of the notable issues include: the retrogression in policy development in SRHRs; disjoined CSOs working on SRHR; limited appreciation of the broader context of issues on SRHR amongst key stakeholders; the invisible powers opposing the progressive realization of SRHRs in Uganda; limited evidence to advocate for the realization of SRHR in Uganda; negative social, cultural and religious norms; and the archaic legislation impacting on the realization of SRHR in Uganda. This programme will provide an opportunity to work on both visible (non-controversial and safer issues) and invisible issues (hidden and contested issues). 

The JAS Programme will be anchored at CEHURD as the hosting Secretariat working with partner institutions comprised of seasoned organizations working under Seven(7) thematic areas including; HIV/AIDS; Maternal Health; Adolescents and Young People; Gender and Women; Sex Work; Refugees, Sexual and Gender Minorities;  and Access to Medicines and Commodities.  

The programme envisions progressive policies, laws and bi-laws/ordinances towards advancing SRHR, advocacy initiatives by grassroots movements for SRHR in the core constituencies; reviewed archaic legislations, and policies that impact on the realization of SRHR; progressive judgments secured on the SRHR and evidence generated and used for advocacy at district and national levels.

Programme Intervention

Specific Programme Objectives

  1. Uganda’s SRHR movement is vibrant, collaborative and sustainable
  2. Increased grassroot level public support for SRHR
  3. Legal framework and protection of SRHR is strengthened.
  4. Advocacy, policy and practices on SRHR in Uganda is informed by action research
  5. JAS partners institutional capacity is strengthened.

Specific Programme Outcomes

  1. A robust and united progressive social movement engaging on the deep structures and collectively engaging the invisible and visible SRHR issues.
  2. Enhanced capacity of rights holders, duty bearers and communities at grassroots level to effectively advocate for and protect SRHR in Uganda.
  3. Strengthened systems, structures, collaboration and coordination within and amongst the SRHR Movement in Uganda
  4. Evidence collected on SRHR to inform Advocacy and Programming in Uganda

Programme Implementation Phases

The JAS programme will be implemented in two phases.
